Regulatory process of offensive odors in Colombia

Abstract

   Offensive odor issues has been constantly increasing in Colombia. Main source activities have been related to the agricultural and service sectors. The Colombian legislation has recognized the offensive odor as a contaminant since 1979. However a more specific regulatory instrument was not carried out until 2006. Last year the Colombian Ministry of Environment and Sustainable Development signed up the Resolution 1541 that promotes the incorporation of the Best Practice and Better Available Techniques in offensive odor-generating activities. This regulation establishes allowable odor levels, measurement methods and other provisions, becoming a tool for managing odor problems. However, offensive odor remains a recently developed concern in Colombia. Main challenges to implement the new standards are: limited supply offensive odor assessment services and their high costs, including the point of view of the regulated sectors.
